Sphere of influence: What does it mean to Canyon Lakers?
Seventeen years ago, when the fledgling city of Canyon Lake was undertaking a mandated sphere of influence study, Jeff Butzlaff, then City Manager, was quoted in The Friday Flyer as saying, “We never want to be placed in the position of having to say someday ‘Oh, if we’d only known’ or ‘If we hadn’t been so short-sighted.’”
Quagga mussels are cause for concern in lake communities
Though tiny in size, the effects of the quagga mussel on a lake can be significant and devastating, which is why the Elsinore Valley Municipal Water District is taking no chances now that the invasive, non-indigenous species of mollusk has been found in several Southern California waterways.
City Connection: Annexation a topic of next week\'s meeting
The Canyon Lake City Council will convene for its regular monthly meeting Wednesday, April 2, at 7 p.m. in the POA Board Room. One of the items to be considered by Council is whether to submit an application to Riverside County Local Agency Formation Committee (LAFCO) to increase Canyon Lake City boundaries through annexing approximately 183 acres of the unincorporated community of Meadowbrook as well as expanding the City’s sphere of influence.
City Connection: Basic responsibilities of City, POA explained
One of the City of Canyon Lake’s primary goals is to improve communication with the community. In January, when the City Council met to discuss objectives, members established the following item: “Publish in The Friday Flyer and on the City’s website what the CLPOA’s and City of Canyon Lake’s basic responsibilities are.” As a result, City Manager Lori Moss summarized these responsibilities in the following list.

A hit and run accident that occurred last weekend in the lake resulted in the arrest of a resident for suspicion of driving under the influence.
City Connection: Kids celebrate spring holidays at CL Library
Musician Craig Newton helped Canyon Lake kids celebrate St. Patrick’s Day a little early when he showed off Irish musical instruments at the Library’s family program on Wednesday, March 12.
City Connection: News and Notes
The Canyon Lake City Council has approved a list of surplus equipment and furniture to be auctioned off. Monies received from the sale of the items will be placed in the City’s general fund. The City will entertain bids from interested purchasers through 5 p.m. on Monday, March 31. A list of the items available to bid on can be found on the City's webite www.cityofcanyonlake.com.

The Chamber is accepting reservations for the ribbon-cutting ceremony and grand opening it is hosting on Friday, April 4, at 11:30 a.m. for Pro Digital Printing, located at 31590 Railroad Canyon Rd. in the Towne Center (near Sports Stop). Please call 244-6124 to make a reservation.
Hundreds take part in Easter Carnival
Over 400 children and their families celebrated Easter at the annual Easter Carnival held at Holiday Harbor last Saturday. Unlike last year's event, which took place under a dreary sky, this year's weather was pleasant with summer-like temperatures and bright blue skies.
World traveler Norma Horrocks to sign new book
Norma Horrocks’ months and years of writing, rewriting and decision-making about her book, “I Haven’t Been Everywhere – But It’s On My List,” are about to come to an end. She is now excited to announce that a book-signing will be held Friday, April 4, from 11:30 a.m. to 3 p.m. at ProDigital Printing in the Towne Center (near Sports Stop). The new graphics business is also having its open house that day.
Theatre group seeks to 'Bring Back the Magic'
In the spring of 2001, the Little Sisters of Hoboken graced the Moonlight Theater stage and had Canyon Lake audience members rolling in the aisles as they sang and danced their sacred hearts out to raise money to bury their four food-poisoned sisters in “Nunsense.”
Awards banquet recognizes Canyon Lake skiers
The Canyon Lake Ski Club held its annual awards banquet recently at the Lodge. Ski Club President Tom Nathan introduced board members and conducted an auction. He introduced Dee Johnson, who made a presentation to Marc Jardine for his participation in the Western Regional and his gold medal win in tricks at the World Water Ski Championships in South Africa.
Ski Club hosts 'Sun, Snow, Dirt' charity event
The Canyon Lake Ski Club hosted its annual "Sun, Snow and Dirt" charity event, which began on February 29. The two-day event was held in Newberry Springs, Canyon Lake and Big Bear. Out of the 20-plus participants, residents Diana Olson and Laura Johnson were the only ones who competed in all three events.
Local groups offer scholarships
• Jr. Women’s Club – Applications are now being accepted for Jr. Women’s Club scholarships for graduating seniors. Scholarships are available to students – male or female - who plan on continuing their education in the form of four- or two-year universities, vocational schools, fashion institutes and police academies.
County accepting applications for grand jury
The County of Riverside is currently accepting applications from residents interested in serving on the 2008-09 Riverside County Grand Jury. Unlike a special grand jury which is impaneled to hear a specific criminal case and then disbanded, the Riverside County Grand Jury is a civil grand jury, meaning that it is an independent body comprised of county residents who serve in an oversight capacity inquiring into the operation of county and municipal governments.
Radio-controlled sailing fun
A nice spring breeze draws out avid sailors who set up rigging, mainsails and jibs. In Canyon Lake the sailors also grab their batteries and a chair as they head to Diamond Point in the East Bay on Wednesday evenings.
Looking Back: What happened in March of past years?
Canyon Lake was five years old in March 1973, and the new gated community had 183 homes completed and another 31 under construction. The Fairway Estates already boasted 74 mobile homes, and Game Night at the Lodge the last Friday of the month attracted 75 to take part in card games, puzzles and even bingo along with other fun events.

Maybe this experience was our fault. We deliberately chose to see this clunker; mistake, blunder. Team (producer Judd) Apatow revisits TV’s “Freaks and Geeks” just one too many times. Worse yet, director Steven Brill (“Little Nicky”) and writers Kris Brown (“Beavis and Butthead”) and Seth Rogen (“Superbad”) don’t even seem to try this time.
Reflections: Flying the 'friendly skies' not what it used to be
Barefoot in the park or barefoot at the beach are okay – but barefoot at the airport? Happy my feet were not! From the time I removed my shoes, put them and my other belongings on the security belt, until the officials began looking through my stuff, it was the walk of hell.
It's Miller Time: Guess those holiday traditions do mean something
You might remember me complaining, I mean writing, how my mom keeps her holiday stuff stacked in plastic bins in an attic that is so crowded that you can’t get to one without moving 10 others. It resembles a Rubic’s Cube up there! Last year, I counted at least 50 Easter bunnies and even more Easter eggs.
In Memoriam: Dawn Brown
Born in Milwaukee, Wisconsin, on November 22, 1924, Dawn Brown, longtime resident and member of the Canyon Lake Women’s Golf Club, passed away on March 17.
Letter: Easter Carnival a success!
Hundreds of Canyon Lake residents and their guests attended the annual Easter Carnival at Holiday Harbor last Saturday. Over 400 children participated in the egg hunt and enjoyed jumping in the bounce house, climbing on the rock wall, playing games, making crafts and having their pictures taken with the Easter Bunny while enjoying food from the snack bar.
Letter: Continental Lift station
Hear ye, hear ye! Does anyone know what they are building down at Indian Beach? I can remember back several years when the committee to study the project took us to the lift station on Gray Fox Dr. and told us that station was similar to one to be constructed at Indian Beach.
Letter: Benefit for Mackenzie Monteleone
Many of you know Mackenzie and her family. They used to live in Canyon Lake. She is a beautiful young girl who was injured in a golf cart accident on November 4. The injuries she sustained on that fateful day caused damage to her brain and left her in a persistent vegetative state. Since that day her life and the lives of her family have not been the same.
Letter: Voting 'no'
I would like to openly thank David Johnston for voting no on the increase in assessments that will take place on May 1. It is my opinion that, if and when the real estate market goes up, because of the very high maintenance cost that has been imposed upon us, our values will not go up at the same rate as others in the area and they will probably never go to the values of several years ago.
Letter: Raising assessments
Seeing last week’s The Friday Flyer and the notice that the assessments will increase starting May 1 did not surprise me. Due to all the foreclosures that we have in here, I knew this was coming. What did surprise me was the vote count. Everybody voted yes to the assessments except the treasurer, who voted no to raising the assessments.
Letter: Fix the blight
Congratulations to the Canyon Lake Board for not putting the Community Setback issue on the ballot this year. They could have improved the situation better if they had dropped the matter completely and continued on with a better approach.
Adopt-a-Pet: Gunther and Gilbert
Gunther is a 2-year-old black and brown shepherd mix, a fun and friendly neutered male ready for a new home. Four-year-old Gilbert, also a neutered male, is a sweet and friendly black and white domestic short-hair cat.

How does POA differ from City of Canyon Lake
Residents sometimes have difficulty understanding how Canyon Lake government is organized. In this week’s issue, POA General Manager Clint Warrell and City of Canyon Lake Manager Lori Moss explain how the private corporation known as the Canyon Lake Property Owners Association is different from its public counterpart at the City.
New boat slips installed
Operations Manager Paul Johnson notes ESA Industries has installed the new rental dock and Operations is now in the process of adding space numbers, an access control gate and modifications to the sea wall.
Take a seat and have a ball with chair volleyball
Canyon Lakers are invited to check out a new class being offered by the POA, according to Activities Manager Kathie Barnes. The class, Chair Volleyball, meets Fridays at 10 a.m. in the Holiday Bay Room and there is no charge to participate. The group is calling itself “The Canyon Lake Lakers.”
YMCA offering coupons for children's portraits
The Canyon Lake YMCA is offering a $10 coupon that will entitle residents here to receive a 10 x 13 black and white “ColorSplash” portrait of their children. The unique photos, provided by a company called Antiquities, are black and white with a hint of color in a hair ribbon, a scarf, a toy or item of clothing.

With a desire for better communication among the Board of Directors, POA staff and residents, Board members have agreed to write monthly columns discussing their work as liaisons with the various POA committees, as well as other topics of interest to the Membership.
